Does this Dubai job message ask for money or skip MoHRE?

CVPage is an independent free help site, not affiliated with MOHRE, ICP, GDRFA or any UAE government body. This is general guidance, not legal advice. Confirm with MOHRE or your employer before acting.
Tick what the message actually does. The list does not clear an offer.
No boxes are ticked. That is not a clearance.
An unticked list only means you have not marked a problem yet. Confirm the offer on MoHRE before you resign, pay, or send a passport copy.
What does a Dubai job scam usually ask for?
The boxes above are a checklist, not a verdict. Tick only what the message actually does. Four of them are a reason to stop: a fee or deposit, a visa or medical charge taken from you, a request for a bank account or a one-time password, and any plan to work on a visit visa. The rest are reasons to slow down. A free email address, a WhatsApp-only recruiter, no MoHRE serial, a salary that makes no sense for the job, pressure to pay today, a domain that does not match the company, a chat-only interview, or a Telegram task that pays you to click.
A real employer can still write a clumsy email. A clumsy email is not proof of fraud. A payment demand is a different thing. The phrase scan under the boxes looks for those words in the browser. It does not decide the case, and it misses a demand that is phrased in a way the list does not contain. Read the message yourself.
Which law bars a recruitment fee?
Article 6(4) of Federal Decree-Law No. 33 of 2021 says the employer is prohibited from charging the worker for the fees and costs of recruitment and employment, or collecting them, whether directly or indirectly. That sentence is in the English text of the decree on the government portal. The portal's page on labour and visa fraud, dated 24 September 2026 and read for this page on 6 October 2026, says the employer is responsible for recruitment expenses.
A typing centre, a clinic, or a person on WhatsApp asking you to transfer the visa cost is the pattern that sentence is about. There is a separate probation rule in the same decree: if you leave during probation to join another employer in the UAE, the new employer may have to compensate the old one for recruitment costs. That payment is between employers. It is not a reason for you to send money to a recruiter.
How do you check that an offer is on MoHRE's books?
The fraud page says a job in the UAE has to come with an offer letter issued by the Ministry of Human Resources and Emiratisation, signed by the authorised manager. You verify the reference number through MoHRE's enquiry service. The public form at receipts.mohre.gov.ae asks for the transaction number, passport number, nationality, and date of birth. Use that form on the ministry's site. Do not paste a passport number into this page.
After you sign, the employer sends an employment entry permit. A visit or tourist visa does not give you the right to work, and the portal says working on one can mean fines and legal liability. Search the company in English and Arabic on the National Economic Register. Match the trade name to the name on the offer, not to a similar name in the chat.
On 2 October 2026, Gulf News, Khaleej Times, and Gulf Today reported a MoHRE warning. Employers must use the ministry's job-offer form, which carries a serial number and barcode, and people can check it on the ministry website, the MOHRE UAE app, or 600590000. I looked for a matching news page on mohre.gov.ae on 6 October 2026 and did not find one, so those articles are reports of the warning. The steps to follow are the portal page and the enquiry form. The portal's own enquiry line on the fraud page is 009716-802-7666, and the email is ask@mohre.gov.ae.
How do you report a fake offer?
The portal's cyber safety page says cybercrime reports can go to the Ministry of Interior eCrimes platform, the Dubai Police eCrime site, or Abu Dhabi Police's Aman service, and that 999 is the number when you need urgent help. Keep the screenshots, the offer file, and any transfer receipt. Stop replying to the sender.
Gulf News reported on 18 July 2026 that Dubai Police's Anti-Fraud Centre had warned about job and visa messages that ask for money, often through social apps and in the name of unlicensed companies. That report pointed people to the Dubai Police app, eCrime, or 901. If the approach happened outside Dubai, use the police in that emirate, or MoHRE, for a labour complaint.
What should someone in India or Pakistan check before paying an agent?
India's Ministry of External Affairs says you should deal with a recruiting agent registered with the Protector General of Emigrants, and that registration can be checked on the e-Migrate portal. The overseas employment page publishes lists of registered recruiting agents. Ask for the registration number before you pay a service charge. This page does not look the agent up for you.
Pakistan's Bureau of Emigration and Overseas Employment publishes a list of overseas employment promoters with licence number, name, status, and expiry. Match the name in the chat to a licence that is still valid. A similar trade name is not a match.
What does the optional read do with the message?
The boxes and the phrase notes stay in the browser. The button under the second box is the only part that sends text to the server. It asks the model to quote lines from the message and say why each one is a concern, then list checks. There is no field in the result for a verdict. A sentence that tries to call the offer safe, genuine, legitimate, or approved is replaced before you see it. An empty list of quotes means the model did not find a line to excerpt. It does not mean the offer is real.
If you already have the offer as a document, the offer letter explainer reads the salary split, notice, and who pays the visa. It will not clear the offer either. If you are also rewriting a CV for the same job, use the resume check only after the offer is one you are willing to pursue. A polished CV does not make a fee demand legitimate.
