The draft uses only what you type. It does not grant a work permit.

What people mean by an NOC in the UAE
A no-objection letter is a note from an employer that they do not object to something specific: a bank file, a tenancy, a course, a visit, or work the person wants to do alongside the job. It is not a work permit, and it is not a visa cancellation. The draft on this page says both of those limits in the letter itself, because a reader who treats the paper as permission to start another job is reading more than the paper can do.
I did not find an article of Federal Decree-Law No. 33 of 2021 that requires this letter as the key to leaving one private-sector job for another. The government portal's page on ending a contract and changing jobs sets out Article 27 of Cabinet Resolution No. 1 of 2022. A worker may work for another employer when the contract has ended in the ways that page lists: the term expired and was not renewed, the contract was ended during its term under the articles the page names, or the employer ended it without fault on the worker's side. After that, a grace period is what the page describes for finding a new permit or leaving the country. A no-objection letter is not in that list.
When a letter is still the thing someone asked for
A bank or a landlord may want the employer to say the employment is continuing and that they know about a loan or a lease. A government department or a mission may want a sentence on letterhead. A current employer may be willing to say they do not object to a particular outside activity. In those cases the draft is a sentence they can copy: the company, your name, the role, the city, and the purpose you typed. If you cannot say the purpose in one line, you are not ready to ask for the letter. "No objection to whatever she needs" is not a purpose. "No objection to her applying for a personal loan with the salary certificate we issued" is a purpose.
A second job is a different problem. The portal's page on working for two employers says a part-time job needs a work permit from MoHRE. It describes fees for that permit, and it says working for another company without a permit can draw a fine on the hiring company. It also describes a part-time contract route for skilled workers who still need the MoHRE permit. Read that page before you treat an NOC as the permit. This draft will not apply for the permit, and it says it does not grant one.
What the draft will not write
It will not say the employer has cancelled your visa. It will not say you are free to join a named company tomorrow. It will not invent a purpose if you leave the box blank. The form asks for the purpose before it will show the letter. It will not add a salary. If the reader needs pay, that is a salary certificate, which is a different draft. If the job has ended and the next employer wants dates and a reason, that is the experience certificate, and Article 13 is the clause for that document.
The banner tells the employer to put the text on letterhead and sign it. Your printout is a draft. The letter hub is the index of the four. If the message asking for an "NOC fee" arrived before you have an employer, it does not belong on this page. Put it through the scam checker. Recruitment costs charged to the worker are the subject of Article 6, which the offer explainer also flags when they show up in an offer.
